I am just throwing this out to see if it flies.  The State of Idaho defines a bicycle as, "...every vehicle propelled excusively by human power upon which any person may ride, having two (2) tandem wheels..."  Does this mean that the "Bicycle dismount" sign doesn't apply to my tricycle?  I wonder also, does this apply to my electric bike since, it  is not exclusively human powered?  I wonder if someone would be able to ride one (or more) of these machines through the "contested zone" and be able to avoid a misdemeanor conviction.

Additionally I would still love some ideas about making the expense of maintaning a "Wildlife Habitat" area part of our fight.

Input, folks, let's put our heads together for the answer.

Regarding Boise River Wildlife habitat: One thing I have noticed over the years is that some of the residents of Garden City along the Boise River seem to have a habit of regarding the Boise River in front of their homes as a private possession. What I am referring to is the illegal clearing of brush, trees, debris, etc., in front of their homes right down to the low watermark. Garden City apparently doesn't give a hoot about this because it has been going on for years. My understanding is that state property along the river at least includes everything between the high watermarks. I have personally witnessed a Riverside Village resident clearing all the shoots of willow, cottonwood, current, etc., down to the low water. If you travel along the RV path, this clearing is quite evident in many places. "What about the wildlife habitat?" If you travel on the south side of the river across from RV, this illegal clearing is also evident in many places. The homeowners at the far west end have engaged in serious clearing and burning in areas that are underwater during spring flooding. Two years or so, the attorney who is developing the condos, homes and townhouses south of the Quinn Pond had all his banks cleared of trees and after it was reported all he got was a wrist slap. That's Garden City for you!
